The primary goal of the BARC is to reduce the overpopulation of animals in Uvalde. This goal is being achieved through our spay and neuter voucher program.
Vouchers are intended to target low-income families who otherwise would not be able to afford the service. Low-income vouchers are awarded based on family income of the entire household. However, depending on the current grants awarded to BARC, income levels may not be a factor in distribution. Please contact our office for current availability and qualification requirements.

What if I don’t qualify for a low-cost spay/neuter voucher?
BARC understands there is a great need for low-cost services throughout Uvalde and surrounding areas and our program is desperately applying for grants and programs that will allow us to help other cities and counties. We’ve also developed a list of additional low-cost spay/neuter resources outside of Uvalde County that might be available to you. We encourage you to seek these out and possibly look for other friends, family, or neighbors who are also in need of services who can share the drive or the cost of the drive with you. We also provide many partial vouchers every month. These have no income restrictions – just discounted spay/neuter fees.
